No. A tier is a way to deliver a model. You pay for the model and tier you use, without purchasing a monthly plan to switch tiers.
Only tiers actually offered for a model are published. Missing tiers have no price and cannot be selected.
Cross-tier fallback is off by default. Premium can fail over within configured routes of the same tier. Native returns an error rather than silently downgrading.
This calculator estimates standard text input and output tokens only. Caching, long context, images, audio, tools and per-request billing may have separate rules. Check the model billing notes.
