No. A tier is a way to deliver a model. You pay for the model and tier you use, without purchasing a monthly plan to switch tiers.
Only tiers actually offered for a model are published. Missing tiers have no price and cannot be selected.
Cross-tier fallback is off by default. Premium can fail over within configured routes of the same tier. Native returns an error rather than silently downgrading.
